I retired December 1st and I've been growing out my facial hair quite a bit. Tomorrow, I'm going in to get my retired ID and I'm wondering if I need to shave or not.

I would think Navy Reserve be the only
Group that gets a waiver as far as if a sailor is heading out on overseas deploy ..

By nature if you are getting a military ID YOU ARE ON DUTY.
A mustache is allowed, beards are not unless you have a waiver.

Every ID facility I've ever been to has a sign that says service members must be shaven. AR 670-1 applies. Even as a reservist you are always on duty. The ID card doesn't say Army Reserve. It says Army.

Reservist are on "Duty" when on orders. I do not have to conform to AR 670-1 when I am sitting at my desk 29 days out of the month doing my daily job here at Microsoft. Meaning my beard and mustache grows out and so does my hair. With that said, I am glad that they post a sign at every ID card facility you have entered which gives no excuses on how one must look when taking a photo for their military ID which would take care of this ambiguity. If you look at the picture above that I posted you clearly see I took a picture with a beard and mustache that is not in accordance to the regulation that is in AR 670-1 and to be honest that is not the first time either. Both times the pictures were took when I was not on "Duty" and both times the ID card facility said, "No you are fine." My question still remains is it a policy that is unit dependent or regulation, because if it is a regulation than clearly there are some that are not following it.

I've never heard of one. My guess, though I'm not sure, is that it's unit dependent.

That is what I am thinking as well Sir. I can abide by it, however it did catch me off guard today when I needed one to be made.
