He is telling it like it is when he says “Whatever money was spent was pissed down the drain,” and “Whatever we gave them ended up in the hands of the bad guys.” Some people would claim it was done on purpose in an effort to destabilize the region in the name of empire building or globalization. However, I believe Robert Heinlein got it right when he said "Never attribute to malice that which can be adequately explained by stupidity, but don’t rule out malice."
