Hello all,
I am starting this thread for several reasons.
But, first, a quick backstory:
This particular board convened on 02 December 2014 and, as far as I understand, recessed/closed on 10 December 2014 (it was scheduled to recess on 12 December 2014, however, I was told that it was recessed on 10 December 2014).
Since our board recess, I have been following the My Board File and Human Resources Command Facebook pages. Between then and now (April, currently, at the time of this posting), quite a few eligible 1LTs, who were considered by this board, have been starting to come out of the woodwork....inquiring about when the results of this particular board will be released.
#1) Likely the most obvious reason: To see if anyone, who sees this thread, can provide any insight/information into the release of the promotion board results for the FY15 RC CPT APL board.
#2) To be a more centralized location for discussion amongst the 1LTs who were being considered by this board, as well as, anyone else who could contribute positively to the discussion. At this time, there have been quite a few individual comment threads and discussions started by various 1LTs on the HRC and MBF Facebook pages. There is quite a bit of information surfacing with the newest/latest/greatest developments in our wait for board results, however, this information is all over the place....attached to different comment threads and buried deep within Facebook's pages structure. I am finding that some 1LTs, who have opted not to have Facebook accounts, have been finding different threads (without actually having to login to Facebook) via Google search. Unfortunately, with information posted all over the place, there isn't really one place where we have been able to essentially aggregate these thoughts, comments, and discussions.
#3) To try to gain a better understanding of the mandatory DA Select board process in general, by sharing experiences....in an attempt to possibly figure out when we can expect the FY15 RC CPT APL board results to be released. Personally, I would love to hear about the experiences of others who have gone through this board (or any other board, for that matter).
--Were you, personally, considered by a past RC CPT APL board?
--How was your experience?
--Did you receive your results in a "timely" manner?
--Did you reach out to/communicate with anyone, while waiting, like your branch manager or HRC? If so, how was your exchange? Were they helpful, and did they provide you with accurate information?
--Were there any delays to release of your promotion board results?
--If your board was, in fact, delayed, do you know? Was a reason ever given to you for the delay?
#4) To pool our collective brains to see if we can somehow uncover what exactly is going on with the release of our board results. Dependent on who one speaks to, again, information regarding timelines have been all over the place. Now in April, none of the 1LTs I have spoke to really have any idea what is going on, or what we should actually expect as far as a timeline for results release. For example, I've seen 1LTs report hearing everything from 60-90 days from board recess, to 90-120, and, most recently, we are hearing 120-180 days. Likewise, now in April, we are hearing rumors of our board being delayed....unfortunately, no solid, concrete information has really surfaced, at least I can see.
I am also now beginning to hear talk of "budgetary issues" causing board results to be delayed.
I know our military is currently in draw-down mode, with separation boards having occurred/occurring, as well as, what appears to be historically lower selection rates.
I would love to discuss these things on this thread, and I believe others could benefit from that discussion, as well.

I know a few people who got promoted at different times. When your orders come they should be for May 2015. You will probably get the back date and back pay

Just a quick update here, now that we are into the month of June.
I have a family member, who is best friends with an individual who is related to a RC O-6.
While speaking, the fact that we were waiting on the results of the FY15 CPT APL board came up.
She (the O-6) had told my family member that she had heard that the results were to be published this month (June).
I have no idea who her 'source' was, but you'd think that that information, coming from a O-6, would at least be somewhat accurate.
I sincerely hope we aren't playing this "it will be THIS month" game until August, September, or October.

Since beginning this thread, I've tried diligently to maintain my professional bearing and tact, despite the frustration that--now almost in June--I know that many of us are feeling. I speak regularly to other 1LTs, and I know I'm not the only one who is experiencing those feelings.
...I've referenced this quite a bit here, as well as, as comments on HRC/MBF Facebook posts....but, as for the FY13 group...
Those guys/gals--who are now long since Captains--had it ROUGH.
I believe their board was held in something like October or November 2012, and they didn't receive their results until 18 JUL 2013.....that is something like 8 or 9 months from board recess until they received their results.
HERE is a long thread of comments written by those considered that year.
https://www.facebook.com/ArmyHRC/posts/ [login to see] 89630
That Facebook thread was started as a comment, by HRC, on the HRC Facebook page....and, as you can see, it elicited quite a few very interesting responses.
The comment HRC posted--near the end of June 2014 (just a few days before they actually got their results)--as you can see, and as you can tell by the comments, but was really a very vague communication that caused even greater frustration.
Instead of articulating what I feel is already on many of our minds, I feel I should give credit where credit is due....we've learned, in the Army, not to reinvent the wheel, so I feel many of these comments already adequately express what many of us are feeling right now.
With 6 Facebook LIKES--and, those "LIKES" inherently indicates agreement by other officers who read, and agreed with, the comment--here is a particularly poignant gem of a comment:
(Can't say I disagree....)
(Hopefully we aren't waiting until the 4th of July....we all know how holidays go in this waiting process...lol...)
"The problem is that we expect the same level of professionalism and accountability that we are held to. Frustrations occur when we don't get the same in return - enter HRC with bureaucratic Face Book punt and then head for the exits for a long weekend. HRC processes so many Boards that a delay (in our case) is an inconvenience in their statistics rather than impacts to careers. They can keep pushing this to the right and not be held to a hard suspense, that is he bureaucratic way. They have the convenience of time and excuses - we can embrace the suck. Thanks for a wonderful deployed 4th to me HRC, enjoy your long weekend."

With 30 some Facebook LIKES, this is another goody of a comment.
It was written moreso in response to HRC's message, to the FY13 group, about 'not giving notice to the field, in the event of a board ever having to be reconvened'.
Does this apply to, with regards to our FY15 CPT APL board, in particular?
It is hard to say.
As of the day I posted this comment (28 MAY), feedback from some 1LTs (seen in this thread, as well) seems to indicate that our board results are just pending one signature (the SECDEF, as one 1LT was told).
It doesn't 'appear' like our board had to be reconvened due to an error or anything like that, however, it does also 'appear' like we wouldn't be told--nor would HRC be obligated to tell us either way--if that is actually even the case.
Here is the comment:
"I understood everything except the "may be reconvened without notice to the field" part. Why is the field not informed of delays or other irregularities? You wouldn't have to get into exact detail, just a simple statement that the board is being reconvened and the next release window is X. It would do wonders to mitigate rumors, hearsay, and angst. I think most of us understand that life happens and plans need to be redrafted. It is only human to start asking questions when we are kept in the dark after original hit times are missed and have no information why or what's coming up."

Seems like ages ago that I wrote that comment. But memories of that uncertainty all came back in a flash today as I wait for the result announcement, not for me this time, but for a 1LT in my company.
Lucky for us, we live in the digital age, and everything lasts forever. In the not-too-distant future, some of us will be in a position or rank, or have the right sphere of influence, to reform and improve the promotion process. And by golly I hope that someone was in the FY13 year group and remembers.

To consolidate information, I thought I would pull over THIS message, as well.
This was received by a fellow 1LT, from his chain of command, and posted to Facebook on 20 March--literally the eve of when we were all expecting results to be posted, in comparison to last year's 25 March 2014 release. There have been many many comments, from other 1LTs in response to that thread.
Now, after reading that, I did contact HRC about it because it seems be saying that even OUR board--because it is still "pending release of results"--would now be released 7-8 months after the board closes/recesses. With a recess date of 10 December 2014 (it was scheduled to be recessed 10 December 2014, however, I was told it was actually recessed on 10 December 2014), that would essentially put us in the July/August time frame for results release.
They did respond saying that it wouldn't impact the release of our results, in particular, but, I am still posting this because...quite honestly, I am skeptical. Given the fact that information given to us has been all over the place regarding expected timelines (60 to 90 days? 90 to 120 days? Now, 120 to 180 days?), I do still have this in the back of my mind as a possibility.
As a side note, I don't know what is happening with communication. I never actually received this message, myself....nor did anyone in my chain-of-command see it. When I emailed it to my BN XO, he hadn't seen it.
Is there any other 1LT out there that hasn't/didn't see THIS, until now?
"All,
Due to changes recently implemented by HQDA and OSD(OEPM), all promotion recommendations (AC and RC) will have significantly longer processing timelines through at least CY15. Consequently, we expect results of all FY15 DA Reserve Component Centralized Boards to be released 7-8 months after the date the board closes, including all DA Centralized Board results that are currently pending release. Individuals recommended for Unit Vacancy Promotion should expect a 6-7 month processing time for all promotion scrolls after receipt at HQDA (both those requiring Senate confirmation and those approved by Sec Def). Individuals who are recommended for promotion and who were DA Select on a previously approved and finalized board will be processed 7-10 days of being loaded into eTRACKER."
