Go to a board for promotion or bring back the Skill Qualification Test? All ranks or just NCO/Officer's?

I honestly believe SQT should be reinstated. Let's weed out those that don't have the ability and knowledge-base to perform their job. Then, only after the SQT is successfully passed and proficiency is demonstrated, do you move to a board.

This would be across the board? All ranks? I believe this to also be true, to be tested by somebody in your branch but from outside of the organization

I am all for testing everyone at every rank, particularly from E-3 to E-8 and from O-1 to O-5. While we are at it, just to keep it fair, test W-1 to W-4 as well. There are an insurmountable level of incompetent individuals that make rank because they can study and memorize what the board wants to know. It does not make someone a good leader just because they do well on a board. It does not make someone a bad leader if they are more competent at their job than the individual that spends 4-6 hours a day at work studying for a board. Also, why is it that we cannot rid the services of centralized boards. Just because one packet is not as pretty as another, because the individual is working or fighting in combat, rather than getting a new photo taken every month, does not mean the individual is less capable of a leader. Sure, take pride in your military personnel file, and your official photo, but we need to find a way to test EVERYONE's capabilities prior to promoting "on potential"

I took the sqt every year it was available between 78 and 93, never scored less than 96%, and each time the test was discontinued because too many nco's that were dummer than a box of rock did not make the grade

If we changed it, I'd recommend going towards the SDT (every year - regardless of promotion status) and a promotion board.
