Green to Gold: Non-scholarship Option. Do you have to return to active duty or can I enter in USAR?

I am working on applying to green to gold with the non scholarship option. I have been doing research and I can't find out if I have to return to active duty or if I can go into the reserves. Also, how selective is this option compared to the scholarship option?

Any advice and guidance will be appreciated!
