I ask because there are a few ways I can go about doing it, and all I care about that it ends up in the right system, and not a blackhole. If I use IPSSA do I submit as a generic upload request or do I submit a personal information request and go down the proof of citizenship path?

I didn't respond to this question initially as I am far from the subject matter expert in this situation, but here's some knowledgeable layman advice.

Short answer: IF the birth certificate is missing from the Army Military Human Resource Record (AMHRR), do a PAR for an admin records correction. The 'proof of citizenship' route should be used for initial verification if the citizenship status changes (i.e., you enlisted as a Green Card holder and later become naturalized).

Note: Your Social Security card isn't a required document* in your AMHRR unless your social security number is incorrect and needs to be changed. If that is the case, then do a seperate admin records correction PAR for that issue.

I'm making the assumption that you were an American citizen when you entered the service and the issue is your citizenship information is missing from your Soldier Talent Profile (STP) in IPPS-A.

The first step you should do is verify that your birth certificate was actually deleted from your iPERMS records*. Your next steps will depend on if it is still there AND correctly named (it should be named CERT BIRTH SOLDIER):
• If your birth certificate is there and correctly named: PAR to the S1 that there is a data transfer issue and your birth certificate isn't being brought into IPPS-A.
• If your birth certificate is there but is NOT correctly named: PAR to the S1 that an iPERMS update changing the name your birth certificate needs to be done.
• If your birth certificate is missing: Initiate the admin records correction and attached your documents.

Per usual, I'm just covering my bases. There was a recent data transition from iPerms to a new system, and I'm one of those that the Army lost these documents in the transition.

So I'm required to upload them again. I have a BA coming up, and I'll just remember to bring them and ask my S1.

I'm up for MAJ and in my primary zone. So I don't want this submission in limbo and cause any delay presuming selection.
