I offer this purely as a thought, when I'd read the autobiography of Gen Colin Powell, he'd gone into considerable detail about his having been in the program. Also, just an idea, had you thought of trying for the Congressional Fellowships directly, possibly as a stepping stone to the White House Fellow program? Have you done any grad school? Would you have an idea of where you'd want to go while in either program? What field. What specific technical area? I'd just wondered, it was an interesting topic, I'd be most eager to hear more, so far as you might care to elaborate at all? I realize there might be a limit as to how much you might care to go into, however, I've read that, normally, as Gen. Powell had, a masters or senior rank, and/or a doctorate, if at lower rank, might typically be expected. That's not to say that the Congressional Fellowships would expect any less, I merely suggest that as a potential route, being as they're obviously of possibly different orientation, though, of course, I don't know for certain, hope was of at least some use, many thanks.

There are several other similar opportunities for NCOs, WO's, and O grade officers which start with civilian education, as well as other military education/experiences as prerequisites.
