Has the Marine Corps relaxed the regulation requiring Marines to wear their cover when outside?

I ask because I work in a mall near a recruiting office. Both Army and Marine recruiters visit the mall several times a week. The Soldiers are never without their covers but I have never seen the Marines (a Gunny and a Staff Sergeant) never wear their covers when outside. I've never even seen them carrying their covers.
