Who do I speak with to at least try to reenlist with an RE-3 Code on DD214 and Separation code JKQ?

Have an RE-3 Code on DD214 and Separation code JKQ looking to reenlist who do I speak with to at least try to reenlist. been out 11 yrs?

You speak with a Recruiter. They will have all the answers regarding your chances. RE-3 WILL need a Waiver. You're also going to need one for the JKQ. However, I caution you to NOT get your hopes up too high about getting back in, when taking your JKQ into account.

COL Randall C. I was a 31B Military Police at Bragg when my incident happen I got a DWI and was made an example in front of the unit and chaptered out. This was my only time getting into any trouble in the army a dumb mistake I take full responsibility for. I believe I got the wrong separation code then because I don’t see DWI in the 400 Code. I’m keeping my fingers crossed and would really want to reenlist I’ll take infantry at that my goal is to finish what I started correctly this time.

Joseph Ramirez - After reading your response, I double-checked the Spin code and additional details in the regulation*. JKQ is the appropriate separation code for a DWI. However, I apologize as I said it was "Major misconduct" when it is actually "Serious misconduct" (it's a "300-level" offense).
You would still need a waiver, but the difference is at what level it can be approved. Specific to this situation, as long as that is the only incident (they'll quickly find out when they pull your history and do a background check), then the recruiting battalion commander can approve the waiver (AR 601-210, para 4-6a(4)(a)), as the authority for a most 300-series offenses was restored back to them in early 2020* (if you're trying to enlist in the ARNG, then it goes up to the State's AG).
Since the approval authority is at the recruiting battalion level, then it will come down to the following - If
● You can show the USAREC Battalion Commander that it was a one-time incident, took the hard lesson to heart, and that you've had your nose clean since then; AND
● There is a need for another round-peg (recruiting numbers are down for this year, so that's in your favor); AND
● You meet the eligibility as a prior service recruit (AR 601-210, chapter 3); AND
● There is a MOS opening for what you want (these are called "prior service business rules" - you'll have to talk to the recruiter for the latest ones) or if you're willing to enlist in some other MOS that is available.
Then you likely have a good shot at the commander signing the waiver and letting the enlistment packet go forward. However, as MSG (Join to see) said originally, talk to a recruiter. It's still a toss of the dice, but until you do, you won't know.

COL Randall C. I really do appreciate the time you have taken out over your day to answer my questions? I’ve received more information from you than my recruiter so far. I have a waiver in process as we speak, I’m going tomorrow to drop off the rest of my packet and ask for an update. Hopefully soon

The JKQ means you were discharged due to misconduct and/or commission of a serious offense. An RE-3 code means you can normally reenlist in the service, but may require a waiver to be processed. If your separation was due to misconduct, it should be a simple task. If it were due to a 'serious offense' you'll probably need to qualify for a very technically advanced MOS or for a field that is hurting for members. Then someone to push and advocate for you.

If you were willing to change MOS, the person to speak to would end up being the Detailer at the MEPS station, after Your Recruiter processed your Re-Enlistment paperwork, Not The Actual Recruiter themselves

A recruiter is the one you need to address this with. JKQ will create an uphill battle but a recruiter is the point of contact you need to use to find out the process and whether this will happen or not.
