More of a mindset than a skill I guess. Similar to what SGM Erik Marquez mentioned. A confidence to overcome, a multipath approach to problem solving. Always, internally reject the first "no". The bureaucrat who said "no" is just doing their job. There is always an exception to the rule, or someone who can rescind it.

Keep an eye on your surroundings (situation Awareness) is the big one I try to teach my family. It will get your far and hopefully keep you out of trouble for the most part.

Yes we live outside of Chicago and go downtown a lot - military calls it situation awareness - here in the city its called street smarts. Something I've tried to teach is to look for things that are out of place. Daughter found a fresh 9mm casing while walking around one day. To her that meant start scanning for signs of trouble and to look at what people are doing with their hands.
