How are promotions impacted during the COVID-19 pandemic?

My ALC was cancelled due to the pandemic. I read the memorandum that states ALC/SLC will be temporarily waived for promotion. Because I am otherwise qualified for promotion, does this mean if I make points for May I will be promoted and complete ALC at a later date? My initial understanding of the text is that those who have not completed ALC/SLC will be added to a “second” list and will only be promoted if no soldier is available for promotion that has completed ALC/SLC.

Order of merit list.
If you’ve gone through the school you’re placed before the rest of us then promotion points and what not

So all graduates of the school will get promoted first. Once all of them are promoted then they’ll tap into the ones who have not completed the school. Thanks for the input. Kinda sucks be Ayse I should’ve been promoted May or June but now I won’t be because of the pandemic. Guess it works iut for the soldiers who have been slacking on their points.
