How can a soldier reclassify prior to the normal reenlistment window?

I’m in the training room and a soldier asked about trying to reclass prior to the normal window. I don’t know anything about that and online is rather inconsistent with information. Could someone provide some details that I can pass along?

Welcome to the training room, you will see no end to the questions regarding "how can I do/not do X where it's convenient for me, as opposed to what the Army says?"
Reclass opportunities are when you are reenlisting, or when you no longer medically qualify for your current MOS (MOS Administrative Retention Review (MAR2) ),

The info online is confusing because there are so many types of reclass. The best thing is to send the Soldier to their Career Counselor for accurate info. But outside the window reclasses (that aren't mandatory like medical) are mostly Voluntary - where a Soldier is in an Overstrength MOS moving into an Under strength MOS; or Application MOS's where the Soldier applies or goes to Selection and passes - 17C, 17E, 31D, 35L, CMF 18, 37F, 25E, 25D, and 89D
