I'm in the Ohio National Guard and am currently on title 10 orders for a year in the National Capitol Region. My wife moved to Miami, Florida for her post-doc. We no longer have a place in Oxford, Ohio and have a signed rental agreement for an apartment in Miami, FL as of 4/14/2019. They said that Ohio doesn't like to change people's BAH while on mission because a few people over time have committed fraud by claiming their address was in New York or California or somewhere that gets $4000-$6000 a month BAH. This is the same S1 that notarized my rental agreement so he knows I'm not trying to do that. My BAH is only going up by $500 even though my rent is jumping over $1000 so I'm not trying to bank money off the government... and I have the signed notarized rental agreement. Is there any recourse I can take?

S1 doesn't actually do finance, they just hand your finance stuff to the finance section.
Find the finance section for your Brigade, state, or whatever higher echelon you have and submit it directly to them.
