My PL is being transfer out of my unit/battery, my latest NCOER cover the time from March 23, 2020 to March 22 2021 but the NCOER was signed in mid June 2021, would i still need a change of rater from the PL?

AR 623-3 will answer your question SSG. It’s been updated in the passed two years I think. That would the best way to know for sure.

By regulation as of 2016 when I retired, yes you would, otherwise you’ll have four months of unrated time when your new PL arrives.

However, my non-regulation guidance is this:

Again, I retired in 2016 so there may be changes. Consider this advice anecdotal not factually-based until you research it yourself.

When the centralized promotion board meets, to save time they look at the last 5 NCOERS for the first couple cuts. You want those five NCOERS to cover as close to five years as possible. A four month change of rater will likely be a mid-line NCOER since in that short time span, there likely wasn’t a lot that happened. Since you’re staying in the same unit, you could make the argument that the new PL will likely wrap those four months into your NCOER, making it stronger due to time.

My last bit of advice is two things:

1. You should talk to your PSG, 1SG, or CSM after you’ve run your request through proper channels. See what advice they give you, you’ll learn something you may carry forward.

2. Before you ask a question like this, I recommend you read the regulation first because I promise you’ll learn more and get correct data. Relying on this site and people’s comments solely my result in you being at the rigid position of subservience in front of a senior NCO!

MAJ Byron Oyler thank you sir, but that particular 1LT being mentioned won't be writing my change of rater, im just letting it be and won't mention it. Personally I rather not interact with that 1LT. The 1LT has broken down crying in front of some of the soldiers and I'm not the only one that seems to think the 1LT is lost. It's kind of surprising the junior enlisted say it bluntly.

CSM, also for example my last NCOER i told the PSG multiple times that it was late the acting 1SG was also informed I had stop the CSM and informed him that no-one has done anything about the NCOER being pass it's thru date and the CSM told me that the acting 1SG had informed him i had signed my NCOER. There no comfortable interaction in my current battery, majority of the E6 and below hate coming to work, it's not a comfortable environment. It kind of shows when they do back to back sensing sessions and ask what can we do to bring moral up, why doesn't soldiers want to get promoted, why do they hate coming to work. Also my battery put out that the sensing session was only for E5's but it was for all NCOs. Definitely a way different experience from 3rd ID and 10th Mountain.

MAJ Byron Oyler Sir I should have emphasized that I did read the reg when posting this. I was seeking more assurance/clarification and others perspective. I know there's other NCOs that come on here for advice that was the whole purpose of this post, kind of regret posting this.

It's not the date signed that matters it's the through date. Your rater owes you an evaluation if you were rated more than 90 days.

Another option is to just let your next rater rate you and roll that time into your next NCOER with a letter of continuity.
