I have heard that not all the National Cemetaries can provide a bugler for every military funeral. Is there some way (would it even be permitted?) for someone to volunteer to do this?

You can reach out to the local NG unit or the local VFW or American Legion. They may be able to assist.

The VFW can provide that on behalf of the VA for a veteran funeral. The Funeral Director should know how to do this. The Funeral detail is also coordinated through the Funeral Director to the Army CAOC or service equivalent. A unit in the region is tasked to,provide Funeral honors.

Is it permitted? Yes, for an eligible person's funeral. Eligibility is determined by the VA. The gate way is the DD214 or historic equivalent presented to the Funeral Director.

Contact some of the local high school marching bands. I frequently played taps at military funerals in high school and college. It was a great honor and privilege to do so.
