I'm on assignment to Ft.Campbell 3rd Brigade. I was promised 3 years in Germany. How can I manage to stay in Germany until my ETS in May 2022. I would have to report to Campbell on May 2021 I have 14 months after my DROS. I'm willing to sign a DEC statement and our re enlistment NCO says I'm not allowed to do that. Is this correct?

Your Career Counselor is correct. You can decline to reenlist for an assignment. You can not decline an assignment. You can pull up the actual declination statement and read it, it’s a DA 4991-R. It says right on there that you can still be placed on assignment to another location when you do decline to reenlist.
Who exactly promised you three years in Germany?? The day you arrived in Germany you were given a DEROS, so you’ve known when you were returning since then.

My previous Career counselor, since I was married they thought I would spend 3 years here. Due to unfortunate circumstances I got a divorce and was told I’d only be doing 2 years here.

SPC(P) (Join to see) you can only have your tour shortened if you requested a shortened tour. The only people who get a two year tour are first term, single soldiers who go overseas as their first duty station, married Soldiers who leave their dependents stateside, and soldiers who have dependents they pay child support for.

SFC (Join to see) - They actually changed the tour lengths for most of Europe last summer. It's now three year tour lengths for all single Soldiers whether or not they are first term. It only affected new Soldiers arriving though, not those already on station, so based on his DEROS in May, he may have missed this by a couple months.

Last summer the Army changed the tour length policy for most of Europe and now tour lengths are three years even for single Soldier and first term Soldiers. When they changed that policy it was only for new Soldiers that were PCSing to Europe, not for Soldiers that were already on station, but the ALARACT encouraged Soldiers on station to extend their tour to comply with the new policy. If you are to have any chance of extending your tour, this is probably the most likely way you could get it done (but honestly you should have done it before you came down on assignment instructions).
If I were in your shoes, I would talk to your command and drop an FSTE with ALARACT 042/2019 as your reference/justification. If your 1SG is willing to call HRC and get them to remove you from AI that will make things much easier, but if HRC does not remove you from AI it is still possible to extend, I think it just requires approval at HRC (instead of USAREUR).
Play up the fact the Army changed the tour length and you are trying to comply with the new policy... that is probably your only way of this getting approved.
