How can I transfer my Marine awards to the Army without having the citations?

I re-entered the military and am serving in the army after a 7 year break with the Marines. I presented my DD-214, but was told I need the citations that go with it. We never received citations, as we would just login to Marine net or whatever it was and see our awards. What would the next step be? contacting the VA? HQMC? Any ideas?

You don't need the citations, the DD-214 is an official source document of record. You're just dealing with an inexperienced S-1.
I had the same issues when I switched branches, most personnel clerks have no idea how to deal with prior service, so they default toArmy'isms (the Army doesn't use the Unit Diary system), not realizing that most branches don't give out certificates for half of what the Army does.

DD 214 can have errors as it’s a compilation of all awards, that have to be typed into the form which can be easily fat fingered. I saw a CPT who had a bronze star medal (BSM) on her 214 for her last assignment at Fort Hood. She had a new rack made with it and had just gotten her DA photo done for her promotion packet to MAJ. She had never been deployed or been outside the US. But she did have a DA638 and Citation cert for an MSM. So I helped educate her on the BSM and fixed her packet while she got another photo done. So Army S1 typically should ask for the approved award form or the citation cert. If those are not really available then they would use the 214 to fill in the gaps. Course if other services don’t have certs or award forms then 214 is what you have to use.

Contact the Records Center in Lt Louis, they should have all of your awards and medals in your file. If not there does the Navy/Marines have a Records Center of their own. But like SFC Hasbun indicated your DD 214 should list them.

One of my peers at ALC was a PS marine. He contacted someone at the marine HR department i dont know the lingo. But anyhow they printed off his entire record and mailed it to him. He got all of his awards ipermed and was good to go. But like others stated a DD214 is official proof, just from s1 side it makes entering the awards harder because they need the date of the award for your ERB
