If a Soldier gets a new profile for a different body part every time they are due a Record APFT, and does not meet MEB criteria, can they still be separated for not passing the record APFT in the mandatory 12 month timeline? If so, which Chapter?

Commander can refer the Soldier to a MTF for a fitness for duty exam. AR 600-20.
Commander can refer the Soldier back to the MTF, and can hold a personal conversation with the profiling official, for reconstruction of the profile AR 40-501.
Are you notifying the Soldier well in advance of the APFT, and the Soldier then goes in sick call prior to that date and gets another profile? If so, don't give the Soldier advance warning, or give the Soldier a date a month after any permitted recovery period, then, when Soldier shows up for PT the day after any permitted recovery period, pull him out of the formation, and a couple of graders, NCOIC, and OIC. Administer the test. Requirement is to be informed of a record exam prior to the test beginning. As you are reading the instructions, is sufficient notice for a record exam. Don't let anyone else know of the plan.

Outstanding 1SG, I will do this as ASAP. I got so wrapped around the verbage of the regulation but failed to to see the overall intent. Ohhhhhh I'm gonna catch em'

Saw similar abuse of profiles, instead of just training harder, would spend time trying to figure out how to get a profile.
Also saw similar abuses with single parent whose Family Care Plan was suddenly no good upon notice due to the person who was to care, now no longer being able to care.
I had a case where the previous 1SG let this Soldier stay with Rear D during Kuwait deployment, only to return and discover Read D had not only not completed a separation on her, and to add gasoline to the fire, had given her and another undeployable Soldier TIG/S waivers for promotion to SPC. When I took over, I couldn't promote PFCs who had deployed, were squared away and deserving, because the waivers were tied up until those two met the TIG/S requirements.
Of course her FCP was now "good." I checked the name, and it was the person who became unable to care prior to the deployment. I counseled her, and started a chapter packet, but didn't submit it, because she had a plan. Also, I knew we were about to get orders for OIF I.
A day after we announced the upcoming deployment, the person was "no longer able" to care for.... Prior planning paid off, as I completed the remainder of the required actions, including a memo of the history of using the same person, and she was out shortly after we deployed.
I believe in taking care of Soldiers, and I know I had knucklehead moments, but when trying to beat the "system," is also beating those who have to pull your weight, you need to go.

1SG (Join to see) - Please correct me if something has changed since I retired. It was that a single parent had to relinquish custody of the child/children at the time of enlistment and could not regain them for the period of the first enlistment or face separation, and if it was during the first enlistment that a Soldier became a single parent, at the point that their FCP becomes non-workable they would be separated. Did this change since I retired?

You can bar him. That will give him six months and then you separate him. The bar, lack of APFTs, and any other poor performance will let you separate him.

I am going that route now. It's sad that they PCS in with this mentality and spread this toxic performance amongst the ranks. I gotta purge them out of the Army.

There's also a chapter 5-17 for medical that doesn't meet the criteria for MEB.
