How do I become a recruiter, what are the requirements?

Does anyone have a reliable link to become a recruiter? I hear I have no chance to become one only having one duty station under my belt.

Under (h) in requirements it says 4 years tis. This coming Feb I will only have 3. My deros is not until June. So I am pretty much out of the running correct ?
