I am a reservist in a mixed comp unit (Regular army/reserves) and was placed in the S3 shop at BDE HHC for nearly a year.

I never met my active duty rater, I inquired almost every month about my status and never got an answer as to when I would be in the rating scheme. This seems to be a unit culture issue, as I'm hardly alone in this situation, there's simply a lack of communication and collaboration between the regular army, AGR, and reservists that make up the unit.

Now that I'm transferring to a company that falls under the unit to be a detachment OIC, will that lack of an OER hurt me?

Should I put together a change of rater OER and see if it can make it to whomever my rater should have been?

Any advice is appreciated.

Unfortunately, OERs and NCOERs are sometimes hard to manage in the reserves with only seeing Soldiers a handful of times through the year; I am surprised the active duty counterpart isn't being more proactive. You should have a change of rater or annual from HHC. The HHC commander and/or the BDE commander is responsible for the rating scheme. You will hit their 'overdue' list at some point and they will be running around trying to 'get it fixed'. With the online OER is hard to put together your evaluation with out rater and reviewer information. I recommend you ask the S3 OIC and the HHC commander again. If you do not get a rating scheme from them then talk to the BDE commander. You never want long amounts of unrated time if it is preventable (you'll have to do additional work like a letter to the board for your next promotion explaining the time gap). Have an template of all your accomplishments ready for your evaluation to speed things along. With the new system you pretty much write your own anyways. Best of luck with the evaluation and your new duties as detachment OIC.

Cheers, thanks Bethany. It's going to be tricky since our HHC had its change of command last month, so that commander is already gone.

Not sure how I slipped through the cracks and was never put in the scheme, but it happened to several other junior officers, not just myself, so seems to be more of a unit issue.

In speaking with the new unit's unit admin, they didn't seem to be concerned too much about it.

You should have had my problems when my CGIS unit was assigned to a dozen different MOB units, during a five or six year period, simply for administrative purposes. We NEVER saw a single CO or XO, never had an Education Officer, MWR Officer, Medals and Awards Officer, and we never got paid for as many as two months in a row...several times!!! This was the USCG's ugliest secret!!!
