How do I get my MGIB SR eligibility issues resolved?

I have nearly 6 years of service in the army reserve and came in under MGIB SR. I have used this for OJT in 2015 after commissioning from OCS and in 2019 for education. I am now trying to use this again for OJT and am being told by VA that DOD is showing me not having completed IADT which I did when I completed OCS in 2015. I was told this same thing by the VA in 2019 and my command submitted a NOBE saying I am eligible and I got benefits. My question is how do I get this resolved. My unit shows that everything says I am eligible but it seems there is no internal work around by VA. Also, just wanting to confirm that as an officer who enlisted into O9S, I am eligible for MGIB when I complete OCS and BOLC correct?
