How do I go about getting my DA 1506 fast-tracked so that I can get my pay fixed?

Ok so we know, Career Counsel has failed me not once, twice but three times. Now I'm waiting on the 4th submission for my 1506 after finding out on my own how to start the process. Took a 1LT to tell me how to start the process because she came from Reserve/Guard component. I have a few questions, will I get back pay like I've been told and if I do how far out will I get back paid? Also coming up on promotion in Feb for Sgt (after 5 horrible years in the guard), will I be paid as a 6 year E-4 and will it carry over to E-5 when I do pick up? So yea trying to get this crap situated since the career counselor is suppose to be leaving soon and I don't think he really cares about my situation. Any help is great
