The POC is your unit Career Counselor. Don't contact the school house, or HRC, they're just going to refer you back to your CC. You will require a TS and a 110 DLAB or 2/2 DLPT

My CC keeps on telling me to talk to a 35M POC. Where can I find a reference that will show him that it’s not a packet MOS.

SGT Justin P just go to his boss. Your CC has the reference that tells him which MOS's are application MOS's and which are not. He's just clearly new. Go to your BDE Senior Career Counselor for help.
Yes you contact your unit retention NCO. The generally work for the S1 and report to the CSM. If you do not have one a Battalion then there will be one at the Brigade.
