How do you enact a desire and engage people in helping with a project?

Most of the people on here have been in some sort of lead roll in the military and beyond. I have a huge project and it’s too big for just me. As an Abrams crewman I was fully aware that the tank was too big for one person to operate. It took crewmen to make the tank fully operational. This is one of those things where it’s too big and I need some help. I tried selling models to people as a product but it was so ugly they didn’t want it. I tried to get the government’s attention (local/state/federal) and it got ignored. It’s big enough that it would reduce red tide to the point where it would almost be non existent. I was trying to sell it to the people that live on effected waterfront properties to put on sea walls, shorelines, and under davits. When these units get placed, they would sanitize the water just enough to kill off the red tide and give aquatic life a cleaner habitat to live in so it can re-occupy the area. I have been trying to lift this off for a greater part of a year now. I don’t want to give up on this. This environment is too important.

My sister's ex had this really good idea once to use a ceiling fan to make car car into a helicopter. Turns out he was just really, really strung out on Meth.

First off, you need to rehearse. Pitch your mother, your brother, your father, your babysitter, your next door neighbor, then your mother again. This is BEFORE you pitch anyone for real. Rehearse until you are fully confident.
You also need to know the science inside and out. You need to be able to answer every question about how it works and why it works.
You also need to do financial research. How much will this cost to implement? Will you profit? How much? How much will it cost to implement AT SCALE? How soon can it be implemented at scale? What needs to happen first? (I.e. build a processing facility, pre-treat water, make environmental changes upstream, whatever). What is the financial impact if NOT implemented? To who (individuals, local government, states, federal)?
Once you have ALL of the data, and you are rehearsed and confident, you have two last steps... Enthusiasm and team building. You need to make it an "us problem," not a "you problem" or a "me problem." Show why it is an "us" problem and how we can help fix it TOGETHER. And do it so enthusiastically that I have no CHOICE but to be enthused and want to jump on board.
If you identify the problem compellingly enough for me to realize it is a problem AND build teamwork convincingly enough that I realize it is OUR problem AND you pitch a solution enthusiastically enough that I want to help solve the problem, then I will buy in and help out. But you have to do ALL of those things. And that ALL starts with pytting in the hard work rehearsing and researching.
