How do you judge unit awards precedence from different branches?

Thoughts question. When we look at unit awards and their precedence across the forces one should know that they are not equal inside of all. Example, the Navy gives more weight to the Navy Unit Commendation while the Army list it below the Meritorious Unit Comm. The Navy has a Meritorious Unit Comm that list under the Army Superior Unit Award. I know we're joint community here, so I'd like to hear what both sides have to say and how they view the weight of the medals. You can use DA PAM 670-1 para 22-5b. for reference.
