How do you show leadership ability and potential if you have no one to lead?

BLUF: I want to go to the Board, but I am being told that I must show NCO leadership ability before I'll be recommended.
Here's the big question (not whining, I am genuinely seeking advice here); how do you show leadership ability and potential if you have no one to lead -- and you get road-blocked when you try and cover down to display any of the ability to lead?

Leaders create change, therefore you must be able to prove you can do this. Start with yourself as a project, are you growing in character? community involved? going to college? building IDPS? Are you being coachable? BLUF change starts with you prove to yourself you can change then learn on how to influence others. Career progression will follow naturally with your self-invested change. You have to take charge. You are always going to be pressured or road blocked by your peers, its competition. However NCOs see what your doing, and pay attention to how you handle it. Keep your cool and don't get in to fist fights, lol. As a SPC you probably have enlisted Soldier lower than you around. Enforce standards and discipline before and NCO has to. This will in turn show your NCOs that he/she no longer has devote as much time in that sector and focusing on taking the reins from their supervisor. As far as other SPC you have to find a way to handle this on your level, just don't make it an issue. If you continue to run into issues describe the scenarios to your NCO, it may be something that NCO might have to handle. If these SPC are in the process of ETS or being chaptered then your going to see issues consistently from them. Don't pursue conflict with Soldiers, issue tasks that need completed and when they don't engage in these tasks report back to your NCO.
Start separating yourself from the other Soldiers. This doesn't mean to hold yourself higher than them. You should still continue to work, Soldiers will always respect a Leader that isn't afraid to do what is asked. When I say separate yourself I mean that when you become an NCO it will be more difficult if you don't start now. You may or may not be moved to another team/squad/platoon/company/etc which means these Soldiers that are your friends now will have to take orders from you later. This creates conflict when being fair and impartial. When you tell someone the latrine needs to be cleaned. Come to find out the toilet needs to be emptied cause someone wiped or dropped a whole pack of brown paper towels in the bowl and it can't flush. "Aw man I thought we were friends, make him do it."
Hope all that helps!

I have. My Ranger school packet got denied (not sure why, but Schools is trying to fix it), and now, you have to have a P status in order to go to BLDC (BNOC). So that one I have to wait on. I'm working on Airborne or Air Assault school. But the BN has very limited slots for those schools, and I am apparently toward the bottom of the OML due to Rank and TIS (most of the slots get handed to Junior Officers and Junior NCOs).

Wow, that is a major change from when I was in. PLDC happened after you got your e4P, BNOC wasn't going to happen till you were an E5, usually promotable. They are always changing that though.. I did a short stint of 8 years, and in that 8 years...
PLDC as a promotable SPC (failed land nav) but had already been promoted.. administrative reduction.
Couple years later, PLDC as a Non P SPC (passed), went to board. Entered board with 450 pts, needed 350 to get pinned. NEXT MONTH they changed the system that if your points were minimum and you hadn't screwed up.. you could be promoted without PLDC and it wasn't required to wait 2 months for your points to become active. That was on APR1... Pissed me off, I met all requirements to be promoted under the older system, and wasn't because they changed the system 1 month before my points became active..
