How does a Guardsman get their honorable discharge certificate?

I have a buddy who's been out for a few years and he was informed that all of his discharge paperwork would be mailed to him. He still hasn't received it years later and no one at his old unit is answering calls as far as I'm aware.
Is there a route he can use to have it mailed to him?

First step I would take is to contact the S1 for the State's Troop Command. You should be able to find the contact information by Googling his state + Army National Guard + troop command ... i.e., Texas Army National Guard Troop Command ... look for the contact information.
Second is to contact the state's/county's Veteran agency and see if they have copies of the records.
Third is to contact the National Personnel Records Center (NPRC) and request a copy of your military records (all military records for former servicemembers will eventually go there).

Thank you sir, I'll forward that info to him. I was able to find numbers or POC's for all of those in a short search.

Luckily I didn't have to contact anyone. Mine randomly showed in the mail 2 months after getting out. Never knew that I was supposed to receive one in the first place. It is nice to have if you want to frame it or store away for memories. It looks pretty legit if I may add.

Same for my brother, his were in the mailbox after I think six months. My buddy has been out for a little over two years and nothing.

I think LTC (Join to see)'s POC is the best route. The state's Troop Command should point you to the record repository for your state - this cuts out the middle man.
