I have read somewhere that BAH only applies to reservists on active orders but I also read elsewhere that BAH is applicable to everyone in the army. Which is more true? Any resources and help would be greatly appreciated.

BAH in the reserve components;

-Drill or additional assemblies: no BAH

-Any kind of orders 1-29 days: BAH RCT (known as Type 2)
https://www.defensetravel.dod.mil/Docs/perdiem/browse/Allowances/Non-Locality_BAH/2020-Non-Locality-BAH-Rates.pdf

-Any kind of orders over 30 days: BAH Type I based on HOR zip with or without dependents (must have DA 5960 and any marriage cert, divorce decree and children's birth certs in iPERMS).

This. I was a 73D/44C/36B/36A (all Finance) for the first 15 years of my career and couldn't have explained better.

Reservists do not get BAH on a monthly base unless on active duty orders.

Reservists get BAH type II any time they are on active duty orders. It's calculated differently from BAH type I. It's not based on duty location or HOR but is the same for everyone across the board based on rank. For example, you will get BAH type II every year while you are on AT orders.

It is my understanding that Reservists on active duty orders draw BAHType I on day 31. https://www.thebalancecareers.com/fy-2006-military-pay-and-benefits-3353290

Reservists are not entitled to BAH until their 31st day activated.

Not true. Reservists get BAH type II any time they are on active orders. I get BAH every year while I am on AT and there have been many times that I was on orders for one day and got a prorated day's worth of BAH.
