I have read somewhere that BAH only applies to reservists on active orders but I also read elsewhere that BAH is applicable to everyone in the army. Which is more true? Any resources and help would be greatly appreciated.

BAH in the reserve components;
-Drill or additional assemblies: no BAH
-Any kind of orders 1-29 days: BAH RCT (known as Type 2)

Reservists get BAH type II any time they are on active duty orders. It's calculated differently from BAH type I. It's not based on duty location or HOR but is the same for everyone across the board based on rank. For example, you will get BAH type II every year while you are on AT orders.

Basic Allowance for House (BAH) Type II: Enlisted Members
Guard and Reserve members on active duty for less than 30 days receive a different type of housing allowance than active duty members.

Not true. Reservists get BAH type II any time they are on active orders. I get BAH every year while I am on AT and there have been many times that I was on orders for one day and got a prorated day's worth of BAH.
