I received an Army ROTC scholarship, commissioned into the USAR in May 2013, and completed BOLC in April 2014. I have served in the USAR for over eight years. My MSO is for 8 years, as I believe all initial contacts are. From my reading my contract, Army Regulations, etc. I believe that I have fulfilled my 8 year MSO. However, I remember some ROTC instructors told us as cadets that your MSO begins upon your start of Active Duty service or for Reserve and National Guard officers, your completion of BOLC. Does anyone know what regulation I should search for clarification?

You are a paid and serving member in the Guard as soon as you Commission. This is the pertinent section. 6. RESERVE OFFICERS’ TRAINING CORPS (ROTC) APPOINTMENT. ROTC scholarship
recipients and ROTC advanced training appointees incur an MSO of 8 years from the date of
appointment as commissioned officers.

So my question is if my 8 year MSO runs from May 2013 to May 2021 (8 years of total service after commissioning) or from April 2014 to April 2022 (8 years of service after graduation from BOLC).

Your date of rank as a 2LT is the start date, yes? You can start working USAR stuff the moment you pin 2LT. You just can't mobilize until Branch Qualified.

Planning on bailing any time soon?

Keep an eye out for a retention Milper. Last year around this time the USAR was issuing a $10K 3 year extension bonus to those CPT/MAJ that completed their next level PME.

I missed it because I was a newly promoted CPT, and dragged my feet not taking CCC as a 1LT. Had I knocked out CCC as soon as I could while a 1LT then I would have been in a position to pin CPT and then turn around and get the $10K.
