How does time-in-service and time-in-grade work with transitioning from the National Guard to Active Duty?

Stays the same BUT they are going look at your AD time for promotion...probably. If it was AD to Guard they probably would not.

Maybe we should start a FAQ page since this comes up fairly often. As stated below, TIS is not effected going either way, but both your rank and your DOR will change when you switch. This site gives the best recap of what will happen that I can fine. https://www.thebalance.com/rules-for-determining-active-duty-rank-for-prior-service-3344810
Determining Active Duty Rank for Prior Service
Here are the rules for prior National Guard personnel joining the active duty Army for determination of initial active duty enlistment rank.

Your TIS does not change when you transition from Guard to Active. You will get a new calculated DOR, which affects your TIG, but not enough to be a detriment to you.

CPL Davis Lindsay no. My DOR was recalculated when I went from Reserves to Active Duty in '96. Then recalculated again when I came back in after a 5.5 yr break
