Having a debate with one of my peers. If both NCOs are of the same rank, who is senior, the one with more TIS or TIG?

It’s determined by DOR. Regardless of years in service, your days of rank determines who is senior. That’s why a SFC with 12 years in can rate a SSG with 14. Date of rank is it, then if you have identical DOR, you would have to go by TIS and if those are the same, it’s who is the oldest. It’s in AR 623-3...

TIG. If you went by TIS you might have an individual who had been determined to have poor judgement or irresponsible by courts martial in charge.

When I was on active duty it was always the NCO with the most time in grade who was in charge. Time in service doesn't mean much if you are still a Private which is probably why the program of requiring promotion to a certain grade within a certain time was started. It was implemented to phase out the "Professional Privates", people who did not like responsibility but needed the security of Military life..

TIG, TIS in that order, when they are the same it should be identified by the PLT Sgt. Or command leadership. Bottom line is that they should each have their own duties and responsibilities. When the PLT Leader and Sgt require one or the other to take charge they should go by the policy. Thank you for your service. I hope you amwere the one that was correct.

I agree, in my 30+, 24/7 I never heard nor saw it come to that. The true answer is that the leadership will put the beat in charge. As long as counseling supports the opinion it cannot be argued. Thank you for your service.
