How long do you have to serve in the National Guard before transferring to IRR?

My state started having ROTC officers serving all 8 years and not allowing them to switch to IRR. All my other friends in other states stated it's 6 years NG and 2 years IRR. The contract is written vaguely. Can anyone help me understand what is correct?
I have two Soldiers in different situations. One is a scholarship recipient and the other did not receive a scholarship but was SMP.

The standard contract for Enlisted is 8 years with it typically being 6 Active years and 2 IRR years. But, that's for Enlisted. What I found on Officers via google was that IOT transfer to the IRR you would have to resign your Commission. Now, to me, that doesn't sound right. I would highly recommend you contact your nearest Career Counselor to get their input. Also, perhaps shoot an RFI to HRC.

If you resign your commission. You will either half to pay back a prorated amount of the contract. But then could join IRR but why would you? The scholarship has to fulfill the contract. Pretty sure in the fine print of the contract is a line stating the needs of the state can override other parts. Once you have served 8 or more years and not retired from the military you are no longer subject to recall in national emergency. I was in IRR in 2001 after 9/11. I fully expected to get recalled given my unique skill sets in the communication field. Called branch and checked in. I was on the list but was lower given the longer time since active duty. The recalled 5 of the 7 above me on the list.

Non scholarship military service obligation is 6 years drilling and 2 years in IRR. For a scholarship cadet, it’s 8 years drilling. For aviation, I believe they changed it to 10 years due to the amount of time flight training takes.

For ROTC Officers, that would depend on if they were on Scholarship or not. Reserve Duty Scholarship Officers incur an 8 year MSO with a troop unit. See the link in my post.

My contract was a total of 8 years (I stuck around for 22) the recruiter said most people would drill for 6 years and be in the IRR for the last 2 but that was contingent on the needs of your state. If they were short people when you hit 6 years and needed you then they wouldn’t let you go into the IRR
