How long should I await an answer on an interstate NG transfer request? Should I wait and transfer after my promotion goes through?

This is more of a guard related topic. I reached out to another state looking for an opportunity to transfer. One reached out to me and requested my paperwork for review, however as I was a dual-status technician at the time I would not have been able to transfer. my situation has now changed and I was able to follow up. It has been a month or two you, so I don't expect a reply right away. However, I'm wondering how long I should wait before I try to reach out again. State has some very good opportunities within it and I would really like the opportunity t-shirts with them.
the second part of the question is, I'm currently waiting for federal recognition for promotion. Should I wait until the promotion goes through, or should I just look forward and try to transfer and get on with it?
