I got demoted back on October 2017 to PV2 when I was suppose to get my specialist. And I was on a bar of re-enlistment and flagged for 5 months but I got un-flagged and got promoted back to PFC on July 2018. So do I have to wait 6 months to get promoted or since I had PFC for over a year, can I get it whenever?

Your time in grade resets when you get promoted. From the day you pin on PFC, providing you have noting further that is negative you should pin on specialist 6 months roughly thereafter. Exceptions can be made if there was a clerical screw up as happened to me and two others back in the day but it is case by case.

Hopefully your question has been answered already. One quick correction. You were not demoted you were reduced. Advancement is used instead of promotion for lower enlisted while reduction is used instead of demotion.

PFC (Join to see) - You are required to have 26 months TIS. which you already have since you were already E4, and 6 months TIG. Your current time in grade will start from the date you advanced to PFC, or in your case, the most current advancement to PFC. Your command can waiver 3 months of that requirement. All of the requirements can be found in AR600-8-19.
