How many gates do you go through to get a missed meal voucher approved?

My BN S-1 cannot give me an answer. I want to help my Soldiers whenever their missed meals due to reasons beyond my control.

Best answer I can find is in AR 600-38 in Chapter 4. It's a little muddy to me. I recommend taking that Chapter and see if Finance office can explain it.
