How many promotional points are needed for a petroleum supply specialist (92F) to get a slot for ALC?

It's not really about how many points you have specifically. As per the current STEP (unless it's changed), you have to be Boarded, then once recommended for promotion, you need to request enrollment into the ALC courses in ATRRS. The seats are based on availability and time of year. Your Training NCO should explain the process to you.
