How soon after promotion to SGT is somebody required to complete BLC?

Soldier got promoted to SGT on November 1, 2015. Soldier hasn't completed BLC yet. Is there a timeframe in which BLC needs to be completed?

I have knowledge on the time that have to complete.
The longer it takes to complete this hurtle the further you are behind your peers.
In todays ARMY, "You Need to Keep Up With the Big Dogs or You will Find Yourself Left on the Porch with the Rocking Chairs.

I know it can be after up to 365 days, but I believe it should be required before you attain the rank. Obtain the knowledge then get the rank after showing it. And in my days BLC was called WLC.
