You still have a responsibility and obligation to train and possibly deploy. You should receive a clearing date and schedule at your PCS briefing. Not before then.

There's almost nothing to clear for a PCS. You'll retain most of your gear.

Have your Commander sign a MFR stating they are allowing you to clear early. Most likely you will return your IOTV, Ruck Marshmellow suite and gloves. Everything else you will keep

In general, as soon as you receive your orders, you can clear CIF. If your orders are delayed for whatever reason, a memo from your company commander will usually suffice.

It's based off when you receive your installation clearing papers. Most installations allow you 7-10 business days to clear the installation and unit. During that time you will clear CIF. That 7-10 days lines up with your final out date which is determine by when your PCS, ETS or terminal leave starts.
