Just make sure you're being objective about this. I've seen on two occasions where someone swore that "a racist was out to get them" and it turned out that it was the individuals misdeeds that were causing the attention, not their race.
The complaint just highlighted their own bad conduct, which was never mentioned at a higher level of leadership, which led to action from senior Commanders.
The "racist" had actually been keeping them out of the frying pan by keeping it at their level. The "racism" was just that NCO actually caring about the Soldier...

Best advice yet...Think, reflect before you act.
Had personal involvement in a "He is being racist, they are kicking out the black guys"
Had the right questions been asked by those taking the complaints, and the SM complaining being shown the " why", it would have ended there.
SM A, B & C
A was caught on a UA, 3 elicit drugs in measurements that contradicted his "I took something from someone at a party last month" to be unlikely (read bold face lie) ...UCMJ, involuntary sep.
B missed morning formation, found passed out and drunk on barracks floor in a pool of vomit. Interviews showed a pattern of self medicating to avoid facing his issues of poor performance, failure to follow instructions and likely involuntary separation impending. UCMJ and Alcohol counseling started, ADAPC failure, and involuntary sep.
C was named in a 15-6 as ring leader and drug distributor in several drug possession cases, UCMJ involuntary sep.

The 3rd party that made the EO complaint and congressional inquire was not objective, he only saw three black males "punished and kicked out" He did not see it for what it was, SM held accountable for their actions, color of skin had no part of the decisions. No Soldier, its because they were substandard, acted inappropriate, violated laws and regulations....

"Obvious to others" still needs to have someone start the ball rolling.
It begins with using the chain-of-command. Sometimes people are just not aware of how their words and actions are taken by others.
If that is unsuccessful, document what is going on and file an EO complaint.
It is important to report what you have seen, not what you have heard about. Stay on the high road. The goal should not be to "get" the NCO, but rather have his/her behavior corrected.
Good luck, SPC (Join to see) . It is a tough place to be if you are under a biased leader.
