Singles people out targets specific race and it’s obvious to others

Just make sure you're being objective about this. I've seen on two occasions where someone swore that "a racist was out to get them" and it turned out that it was the individuals misdeeds that were causing the attention, not their race.
The complaint just highlighted their own bad conduct, which was never mentioned at a higher level of leadership, which led to action from senior Commanders.
The "racist" had actually been keeping them out of the frying pan by keeping it at their level. The "racism" was just that NCO actually caring about the Soldier...

"make sure you're being objective about this. "
Best advice yet...Think, reflect before you act.
Had personal involvement in a "He is being racist, they are kicking out the black guys"
Had the right questions been asked by those taking the complaints, and the SM complaining being shown the " why", it would have ended there.
SM A, B & C
A was caught on a UA, 3 elicit drugs in measurements that contradicted his "I took something from someone at a party last month" to be unlikely (read bold face lie) ...UCMJ, involuntary sep.
B missed morning formation, found passed out and drunk on barracks floor in a pool of vomit. Interviews showed a pattern of self medicating to avoid facing his issues of poor performance, failure to follow instructions and likely involuntary separation impending. UCMJ and Alcohol counseling started, ADAPC failure, and involuntary sep.
C was named in a 15-6 as ring leader and drug distributor in several drug possession cases, UCMJ involuntary sep.
The 3rd party that made the EO complaint and congressional inquire was not objective, he only saw three black males "punished and kicked out" He did not see it for what it was, SM held accountable for their actions, color of skin had no part of the decisions. No Soldier, its because they were substandard, acted inappropriate, violated laws and regulations....

"Obvious to others" still needs to have someone start the ball rolling.
It begins with using the chain-of-command. Sometimes people are just not aware of how their words and actions are taken by others.
If that is unsuccessful, document what is going on and file an EO complaint.
It is important to report what you have seen, not what you have heard about. Stay on the high road. The goal should not be to "get" the NCO, but rather have his/her behavior corrected.
Good luck, SPC (Join to see) . It is a tough place to be if you are under a biased leader.

Make sure that it is actual racist leadership. The last thing you want to do is go to the NCO's or JAG about it, and it is found out to be nothing. Then you are going to be forever smeared with "that soldier" and frankly, you should. If, after looking objectively at it, you still think it is, then go to the NCO's and JAG's. You have a responsibility to make sure you are correct, and a responsibility to report actual bad conduct.

I would file a EO complaint and document every instance. Be aware of the "good ole boy" system when you are talking to people. It happens more in the Army than people would like to admit especially since it has not happened to them. When I was enlisted I was singled out by my 1SG who then was fired for being a toxic leader. Just keep calm and level headed and be above them. Good luck.

Define leadership. Are you talking direct COC or company level?
If it’s at the company level, somebody would have reported the behavior of it in fact existed. There’s always the stigma of being known as the snitch but when it comes to the well being of the unit, somebody will say something. This also goes to the direst COC as in NCO support channels.
I have witnessed a similar complaint and I would hesitate to take any action unless you can prove without a doubt that the individual is displaying behavior that is unbecoming of a soldier. Failure to have adequate proof will likely result in (and I hate to say it but it happens) retaliatory behavior towards you

Get your facts together and file a complaint/case with your local EO office.

You have to be very careful when saying someone is racist. Unlike the civilian world where the race card is pulled at every opportunity, you can't do that with the military. You have to make sure something is genuinely racism and then document everything. There's a strong burden of proof.

Take it up to your EO support leader, if they don't help, higher leadership is needed, and if the issue still isnt resolved IG will fix it
