How well does the 'Tour of Duty' Website work for people? Also how do you properly apply?

It works as well as you want it to work. I've used it. I'm currently in Texas because of it. It's too easy to apply. Pretty simple, step by step. The hardest problem is that currently, it's only accessible on a government computer so unless you live near an armory, it's kind of a pain in the ass to keep up with.
