Humanitarian Service Medal for Marines in MARADMIN 449/19?

Hello, my specific question relates to if Marines who were in training companies for MCT would be excluded from rating the award.
While I was stationed there, hurricane Florence came through the area and severely damaged the installation. Once the situation had stabilized, we were tasked with cleaning up around the immediate vicinity, including the grounds around the building and the Chaplain's church. Would my involvement in the cleaning efforts allow me to get this award?
I can prove that I was physically present in Onslow, North Carolina in September 2018.

Having read the section of this MARDADIM, I would say it's possible. But, since it was given to the O-6 and above for approval....chances are they didn't think those in training companies rated the award. But, you could always try for submission.

I don't think it had anything to do with being in a training company. It was probably that the work being done didn't meet the criteria of the award.

Given that the support you provided was aboard a military installation I doubt it would have been submitted. Humanitarian Service Medal is a by name award. However, check the following Humanitarian Service Medal directory. Names had to be submitted to headquarters Marine Corps by the first O-6 in command. https://www.manpower.usmc.mil/webcenter/portal/MMMA
