No. The fact that you're American does not get you onto an American base. I retired in the USA and moved to Europe. When I was there, it was the same as here. You can't get on a base without ID.

Typically, you can only get base access as a service member (active or reserve), a dependent, or a base employee. There may be exceptions for students, however.

The reason why I ask this way because I would be utilizing my Post 9/11 GI bill to pay for it. So I was curious. Thanks for your response

Ah, I see. I did the same a couple of years ago. But I'm a reservist so I could still get on base. Perhaps you could call the nearest IACS office?
Or join the reserves, lol. We're growing in Europe.
