The Army has no provisions for "trading" positions between AC and
RC individuals.

For an RC officer to transfer to the AC, there normally has to be a
"Call to Active Duty" MILPER announcement. DA issues these messages as
necessary to target critical MOS shortages in the Active Component.

It is much easier for an AC officer to transfer to the RC. Those who have statutory
obligations remaining are automatically placed in the USAR and all others should
be offered the option to join either the Army Reserve or National Guard upon
REFRAD.

Who is telling you that you have to "trade?"

Sir,

No one is "telling" me to, although the last two MILPER messages that come out pertaining to transferring from IRR, TPU in WO1-CW5 ranks, only allow certain MOS (mostly flight) the opportunity to transfer.  I was given a suggestion by previous CW5 from the MIRC that if I can find a person willing to depart AC to TPU, that this would be the easiest way. I have been attempting to transfer for the last year and a half with no success.  I currently am working the process of AGR application as well.
