I am trying to go active duty and re-class to 17C but I don't have my citizenship. Can I go for 17C while signing conditional release form?

You can't get the clearance required for 17C until you have your clearance

Also, if you are considering transferring to AD. Talk to the recruiter about an Option 40 contract. 75th Ranger Regiment now needs 17C's. That could make it easier to get the MOS you want with the transfer.
