I am trying to locate a prior service navy recruiter in the state of VA. Does anyone have any information on how to get ahold of one?

Walk into the closest navy recruiting office and request to speak to one. I do believe they limit prior service enlistments per year so they would be the best to help.

If you know the name, Facebook the recruiting station plus the name and you should find it, it's how I got back in touch with alot of my old NCOs and team on the ADA side
