I came down on orders. In the SI (special instructions) I am authorized to move my family in advance. Once done can I submit my travel?

Yes you can. It can be submitted with your voucher or separately.
Starting last year, Army personal can use the DFAS SmartVoucher* online for travel vouchers. You will create a separate dependent voucher for your family members.
