A 1/1 and 'Fully Capable' do not coincide...a selection panel may right this for the board evaluation.

The Army wants to make a more complex rating system when idiots can't get it right as is. People put their own philosophy and justify their stupidity. No it will not hurt you. I know a lot of CSMs who were on Centralized boards. Some of the ones I talked to look more at what is written over the overall rating. There is nothing wrong with the fully capable. Heck there is technically wrong with a 2...what is written under the 1,2,3? 3 is still a high rating. Because the NCOER system is oversubscribed with All "E" block, 1/1 Among the Best and strong senior rater bullets, anything else is below the competetition. Some will say it happens "sometimes," I say that it happens more than half the time, the rated NCO didn't deserve their rating. It was BS fabricated because this is the mediocrity the NCO Corps has accepted over the years.

Chances are your NCOER may have all E blocks. Fine, great! Do the bullets list what you did, how much or well you did it, and what results your actions produced? More than likely you are getting credit for. Strong success.

The NCOER system needs a change and it's called holding people accountable for a change.

I am hoping that when I get looked at for 7, all the members of the board will question how incompetent my rater was to give a rating like that. He was either going to give me a 2/1 ATB or a 1/1 FC when we talked about it. I told him neither of those ratings made sense. It wasn't finished by the time I left, and just got it through email to sign.

You can still appeal the ncoer and have it reviewed and should. FM 6-22 chapter 6 covers filing an appeal. As SGM Quick said, they may right it in the selection board but there is no guarantee. You have to look after your own career.

Is the new NCOER system as messed up (in my opinion) as the OER system?
New OER rating system limits raters to the number of ratings in each category any one rater can give over their lifetime as a rater. Loosely translated, rating has now been made to mirror a curve grading system.
I hate this because it forces raters to give artificially low and high ratings due to the curve. What if you are a company commander and you have four great PL's? One of them is getting screwed no matter what!

95% of the NCOER turned in last year were 1/1 among the best. That is the reason the NCOER changed. In my opinion it won't change anything. It all depends on how strong the bullets were written, and if they wrote things like how you stacked up against your peers. Only my last two NCOER were 1/1, all the others were 2/1, but they were all written well and I got picked up on my first look. Good luck to you.

If you want to hear something funny I deployed with a fellow Lab tech, he could not even do the MOS and admitted it, but when he was rated he was rated as among the best, the good ole boy club,

How? The new NCOER system does not use that anymore. They only have four ratings now.
MOST QUALIFIED – identify NCOs with strong potential for promotion in the secondary zone; ahead of peers (Note: Senior Rater must have less than 50% of the ratings in a grade to retain the MOST QUALIFIED label.)
 HIGHLY QUALIFIED – identify NCOs with strong potential for promotion with peers
 QUALIFIED – identify NCOs who demonstrate potential to be successful at the next level; promote if able
 NOT QUALIFIED – identify NCOs who do not demonstrate potential for promotion; recommend separation

You pulled the old data. The SMA changed the most qualified to only include the top 24%.

We made the cut off of DEC 31st for my through date. I knew my rater wasn't going to waste a good rating on the new system since I was PCSing and we had a falling out so I pushed my leave date
