I have a VSO that is useless, how can I change him?

He has no contact with me. I have contacted him on a couple occasions, but he never returns my emails or calls.
Last time we spoke was on a video conference with a appeals judge. The judge granted me the right to reopen my denied claim. He was on a three way video conference but has not talked to me since!
I have questions, but no one to answer them.

You can see your State VSO instead of your County Veteran Service Officer. Go to Department of Veteran Affairs website and look up your DMVA representative.

You can also go to your local DAV, American Legion, Veteran of Foreign Wars post and find someone who is accredited to handle claims and get guidance and direction.
