I just returned from a deployment in March, and another has unit given me orders to deploy in May. Do I have a legitimate IG complaint?

My problem is career advancement, I've deployed every other year and can't attend the NCOES required due to the deployments. I was in the middle of a transfer to a training unit, which was denied because of the deployment which will be my 4th in 8 years.
